Inspection and certification of the declaration of completeness as per Section 11 of the German Packaging Law (VerpackG) The manufacturers and distributors of sales packaging are required to submit an annual declaration of completeness (Vollständigkeitserklärung, VE) on 1 May to the Zentrale Stelle if the packaging volumes they introduce to the market exceed a certain incidental limit. This declaration of completeness must be verified by an independent expert, auditor or tax advisor (registered at Zentrale Stelle) and signed via electronic signature to confirm its correctness. We verify your declaration of completeness before it is filed to Zentrale Stelle or certify it as required by the German Packaging Law.
Packaging differentiation according to type of packaging, type of material and accumulation point The German Packaging Law differentiates between different types of packaging; in part, greatly varying obligations have to be fulfilled for these different types. In individual analyses, the packaging portfolio is carefully examined and separated according to type. We prepare expert's reports for you regarding the differentiation between:
Transport and sales packaging The packaging accumulation point decides whether packaging is considered sales packaging or transport packaging. We analyse your packaging and customer structure and categorise your packaging precisely. This can be supported by customer behaviour and sorting analyses on site at the accumulation points. We are also happy to assist you with the optimisation of your cost structures.
Consumer or wholesale sales packaging When goods are supplied to the industry, the disposal of the packaging is not subject to the strict obligations that apply to the disposal of sales packaging accumulated in households and comparable accumulation points but may be treated like transport packaging. This means that there are no set recycling quotas; the packaging must be recycled only to a technically feasible and financially viable extent. We assist with the analysis of the customer structure and the correct differentiation between packaging accumulation points.
Consumer retail or small business packaging We assess whether and to what extent participation in an industry solution is possible, and for which proportion of your packaging this must be implemented in order to comply with the respective legal regulations. We support you when it comes to implementing the requirements of proof of the participation in industry solutions, which are far stricter since the the German Packaging Law came into force in 2019, and identify solution options.
Filling materials packaging that contains residues of hazardous substances Special regulations apply to filling materials packaging that contains residues of hazardous substances. They may only be introduced to a dual system subsequent to a so-called system compatibility assessment. We carry out this system compatibility assessment for your products and will produce a detailed report on the results for you. Depending on the result, we will advise you on how you can fulfil the obligations arising from this under the German Packaging Law in the most sensible way.
Packaging weighing and material classification The basis for licensing your packaging is the determination of the exact weight and material type of your packaging. We assist you with the correct classification of the material types and weigh your packaging on approved calibrated scales. The weighing certificates are issued by officially appointed and sworn experts. These certificates are a legally compliant basis for your accounts from system operators and for the information you provide in your declaration of completeness.
Advice on the recyclability of your packaging Extended producer responsibility, limited raw material resources, dealing responsibly with our environment – all of these are issues which packaging manufacturers and distributors are also required address these days. Packaging primarily fulfils the function of product protection, consumer information and, not least, also serves marketing purposes.
In view of scare resources, it is becoming increasingly more important to use materials sparingly and to recycle packaging effectively. Making packaging recyclable is therefore also a vital aspect. The potential for packaging optimisation is extensive, not only in terms of the sustainability aspects but also with your cost structures in mind.

Inspections on system compatibility Special regulations apply to packaging of pollutant-containing products. Participation in a dual system is only possible after a prior so-called system impact assessment. We carry out this system compatibility test on your products and provide you with a detailed report on the results. Depending on the result, we will advise you on the most sensible way of fulfilling your obligations under the Packaging Law.
Consulting to the new German Packaging Law The new Packaging Law came into force on 1 January 2019. This results in changes for all packaging distributors, e. g. mandatory registration with the Central Packaging Register Office. We advise and inform you about all changes that affect you and implement them together with you.
Commercial Waste Ordinance (GewAbfV): documentation, inspection and confirmation of seperate collection quota The new Commercial Waste Ordinance (GewAbfV) applies to all commercial waste producers nationwide and obliges them to separately collect numerous types of waste at the point of origin. For companies that can demonstrate a separate collection quota for these types of waste of at least 90 percent by mass, the newly prescribed sorting obligation for waste is no longer applicable. We support you in the implementation of the new requirements and in particular in the documentation and confirmation of your separate collection quota.
Training courses for manufacturers and distributors, declaration of completeness auditors and system operators We offer training courses for all those for whom the subject of the German Packaging Law is unfamiliar territory, for anyone who wants to learn more about it or for people who are interested in addressing specific issues more discriminatingly and in more detail. This may also include insights into recycling practices, for instance a guided tour of a plant where the light weight packaging collected from households is sorted. We also offer training courses for declaration of completeness auditors that focus on such issues as, for example, "What are the most important audit criteria?", "What anomalies might I encounter?", or “Procedural changes arising from the German Packaging Law 2019”.
